NOTICE OF INTENTION TO CIRCULATE PETITION Notice is hereby given by the persons whose names appear hereon of their intention to circulate the petition within the County of ??????? for the purpose of adopting and instituting the provisions of Article I, Section 1, of the California Constitution (1849) as a primary county ordinance Initiative Measure To be Submitted Directly to Voters.. County Ordinance 1. "All men are by nature free and independent, and have certain inalienable rights, among which are those of enjoying and defending life and liberty: acquiring, possessing and protecting property: and pursuing and obtaining safety and happiness." 2. The provisions of Section 1 are hereby excepted out of all laws and shall remain inviolate forever. All ordinances, laws, statutes, codes that are in violation of the above are hereby repealed. 3. Any person, which also includes any elected, appointed official, any employee or any agent of any governmental agency who violates any provision of this ordinance, shall be guilty of a misdemeanor, and upon conviction shall serve a mandatory six (6) months in the county jail, and shall never hold any public office of profit or gain within this county; and shall be fined a mandatory $10,000 to be paid to the victim/complainant This proposed initiative shall conform the county ordinances to the rights held by the people prior to the creation of the state and secured to them in the California Constitution. This is in concurrence with Executive Order D-78-89, signed 20 December 1989, regarding the rights to private property. The rights secured to the people cannot be regulated or taxed, if the government has the right to tax or regulate a right, then the government has the right to tax or regulate them out of existence. The government has never been given authority to abolish the secured rights secured to the people by the state constitution. If you are not in California, use your state constitution's first sect that says basically the same as California. Check with your county election board to find out the procedures to start an intiative on the local level. Doing this county by county we can take back local control. Follow all the procedures that is set by the county and you can get this as a county ordinance.
