The
Office of Administrative Law (OAL) ensures that agency regulations
are clear, necessary, legally valid, and available to the public. OAL is
responsible for reviewing administrative regulations proposed by over
200 state agencies for compliance with the standards set forth in
California's Administrative Procedure Act (APA), for transmitting these
regulations to the Secretary of State and for publishing regulations in
the California Code of Regulations.

Courts are required to take judicial notice of contents of regulations published in the Official
California Code of Regulations (Gov. Code, § 11344.6). Barclays Official California Code
of Regulations, as revised April 1, 1990, has been certified by the Office of Administrative
Law as the official publication of the State of California for this purpose pursuant to title 1,
California Code of Regulations, section 190.
